Tax Collector’s Office Window Hours: Monday through Friday, 8:30 am to 4 pm. We do not close for lunch.

If you want to pay your property tax bill while our office is closed, these are your options:

  1. Mail your payment
  2. Pay online (click orange button at top of this page)
  3. Pay by phone 203 318 9523 (automated service)

Details on all these methods are on the back of your bill.

The last day to pay was February 1, 2024. The last day to pay to avoid placement of a LIEN was March 29.

The second installment is now past due. You can pay online or over the phone. You can look up what you owe on this website.

There is no "drop off" box at City Hall for tax payments.

If you need to look up your tax payment history for income tax purposes, wemaintain five years of payment history online on the website, above. Our website is updated daily.

When looking up your taxes on our website, select the option to view "ALL" if you want to see all bills, including prior years; or "DUE NOW" if you want to see only your current bill(s).

You can look up your taxes using the E Tax Bill Lookup, upper left corner of this page, in the dark blue column) for real estate, motor vehicles and for business personal property.

You can search by name, property location, parcel number (for real estate) or other variables. We recommend you search by your last name and first initial.

The online E tax bill lookup system has changed. The new system looks different, but you still are able to look up what you owe, and what you paid. You are now able to put items directly in your "shopping cart" to pay them.

INTEREST CHARGES:
Interest is charged at the rate of 1.5% per month, 18% per year, from the due date of the tax. Please note that the due date is July 1 or January 1. Interest reverts back to the July 1 or January 1 due date, NOT the last day to pay (August 1 or February 1).

Interest is charged by the month, not per diem. The minimum interest charge is $2 on each installment. You have a month's grace period to pay without interest.

If you come to pay in person, please enter City Hall through the main entrance. You will be greeted at the security desk, and directed toRoom 105, on the first floor.

In case of inclement weather, please check the city website, or call ahead. If City Hall is open, our office is expected to be open, but in extreme weather, please call ahead to be sure.

Other city offices may operate on schedules that are different from ours. Please call ahead, or visit their home pages for details. TheCustomer Service Division has an information station open to the public in the City Hall Lobby, immediately to the right as you enter the front door. Payments postmarked on or before February 1, 2024 are considered on time regardless of when we receive them. Payments received February 2 or later with NO POSTMARK are LATE, and subject to interest.

You may pay online using an electronic check ("E check" / ACH payment). The non refundable fee for using an E Check is only $1.25. Many taxpayers find this an economical alternative because of the low transaction fee ($1.25).

You may also use a credit, debit or ATM card online. The non-refundable fee for using a credit, debit, or ATM card online is an additional2.99%, paid to the service provider, Invoice Cloud. These services are available at any time, 24/7.

You may call 1-203-318-9523 to pay by phone. This is an automated system. If you call this number to pay, your "year" for current bills will be "2022" (grand list of 2022). Have your bill in front of you when you call - you will need your BILL NUMBER, found on your bill, or online.

For example: If this number appears online:2022-03-0352327:
2022 is the year; 03is the type of tax (motor vehicle); 0352327 is the bill number.
You may use a debit, credit, or ATM card to pay online, or over the phone.

IF YOUR MOTOR VEHICLE ASSESSMENT INCREASED AN AMOUNT THAT YOU MIGHT CONSIDER MANIFESTLY EXCESSIVE and you did not receive a revised bill in September 2023: Please reach out to the Assessor's Office at (203) 854 7888, or visit their office and ask them to check your account for accuracy. Some taxpayers have seen assessments for older cars increase to very high amounts (for example, in excess of $100,000). Some of these assessments were clearly erroneous.The Assessor's Office identified these accounts, made adjustments and corrected the errors. Please speak directly with a staff member for clarification.

During the collection period only (until the last day to pay) Norwalk taxpayers are able to pay their property tax billin person at one of 10 local bank branches. This service was available only through February 1, 2024 (the last day to pay without interest). This service is offered at no additional cost to you.

You do not have to be a customer of the bank to pay there! Walk in, or drive up. Any bank-imposed COVID 19 restrictions may apply.You always need to bring your newly mailed tax bill with you to use this service. This service is available as soon as you receive your new tax bill in the mail. Please check back here for updates - we hope to be able to offer this arrangement again in June 2024 when the new tax bills are issued.

OTHER INFORMATION ABOUT PROPERTY TAXES :

  • On May 1, 2023, the Board of Estimate and Taxation set the mill rates for the fiscal year beginning July 1, 2023. These rates generate taxes based on the Grand List (assessment date) of October 1, 2022. This grand list (still) reflects values from the 2018 citywide property revaluation. There were public hearings on the proposed operating budget, city spending, and taxation throughout the spring of 2024. More information can be found elsewhere on this website.

The city has undergone a real property revaluation that will affect the October 1, 2023 grand list. The revaluation will affect taxes that come due in July, 2024. The revaluation has no effect on taxes until that time. Questions about the revaluation should be directed to the Assessor's Office.

Mail Fraud / Check "Washing" / Checks Stolen from Mail: UPDATE:

The City of Norwalk Tax Collector’s office, and Norwalk taxpayers, have experienced situations where taxpayers have mailed checks to pay their property taxes, but the tax collector’s office never receives their checks. The checks are stolen from the mailstream and cashed by fraudsters. Taxpayers ultimately become aware that their checks were not timely received by the City, and reach out to the tax collector’s office expecting to be able to pay without interest.

Taxpayers should be aware that interest is charged on late payments regardless of the reason. Even if a taxpayer is victim to this type of mail fraud, the tax collector does not have the authority to accept their payment without interest. Furthermore, there is no other official at City Hall, or at the State, with this authority.
